Fire Prevention and Inspections



The Risk Management and Education Division of Whitby Fire and Emergency Services strives to protect the public from the risk of fire through proactive public education, building plans examination, building retrofit and other fire code compliance and complaint based inspection services.

The Division consists of one Chief Fire Prevention Officer and five Fire Prevention Officers.

Fire Prevention Services


Fire Prevention Officers conduct building inspections for the purpose of ensuring fire safety through education and enforcement of the Ontario Fire Code.

Plans Examination

Fire Prevention Officers conduct plans examination in coordination with the Building Department for the following areas governed by the Ontario Building Code:

  • Fire alarm systems
  • Sprinkler systems
  • Kitchen extinguishing systems
  • Special extinguishing systems
  • Standpipe systems
  • Electromagnetic locking devices
  • Portable fire extinguishers
  • Water supply for fire fighting
  • Fire access routes
  • Hazardous substances

Fire Investigations

Fire Prevention Officers conduct post fire investigations in accordance with the Fire Protection and Prevention Act for the purpose of determining cause and origin.

Fire Safety Plans

Section 2.8 of the Ontario Fire Code requires the establishment and implementation of a Fire Safety Plan for every building as applicable. Sentence (1) provides a list of applicable buildings that require a Fire Safety Plan.

Fire Safety Plans are intended to assist the owner with the basic essentials for the safety of all occupants, to ensure an orderly evacuation at the time of an emergency, and the duties of building owners, supervisory staff, and employees. The required Fire Safety Plan should be designed to suit the resources of each individual building or complex of buildings.

Fire Safety Plans are required to be approved by the Chief Fire Official.

Changes to an existing Fire Safety Plan must be submitted for approval prior to implementation, these changes include but are not limited to; the use of the building, occupancy type, floor plan layout, building owner / supervisory staff, etc.
