and Gilbert Street West (from King Street to Byron Street South)

Background

The Town of Whitby is currently working on the preliminary design for the reconstruction of Centre Street South (from Arthur Street to Dunlop Street) and Gilbert Street West (from King Street to Byron Street South). The construction work is scheduled for 2019 subject to budget and Council approvals. The proposed work includes the reconstruction of the existing roadway and the replacement of watermain and sanitary sewers as required by the Region of Durham.

Heritage Conservation District (HCD) Plan for the Werden’s Plan Neighbourhood

Based on the recommendations in the Heritage Conservation District (HCD) Plan for the Werden’s Plan Neighbourhood endorsed by Council in 2017, a modified-rural design and other feasible options should be examined for any road reconstruction within the Werden’s Plan Neighourhood. Due to the large number of existing trees and hydro poles within the Centre Street South right-of-way, the other feasible option considered was an urban design with curb and gutter on both sides of the road.

Recommendations/Findings

Based on the findings from the above impact assessment, the Town is proceeding with an Urban Design based on its associated benefits including:

  • Minimum impact on existing trees, hydro poles and streetlights;
  • New ditches/swales/driveway culverts on the east side are NOT required;
  • Potential elimination of all existing ditches, swales and driveway culverts;
  • More opportunities for future boulevard trees;
  • Provided a delineated edge of pavement for pedestrians, drivers, parking and snow plow operations.

A Community Open House was held on Tuesday, March 27, 2018 at which Town staff has presented the above impact assessment.
