Brooklin North Major Roads Environmental Assessment



A study of the major roads for the Brooklin North development area has been initiated. This study builds on the Municipal Class Environmental Assessment (EA) Phase 1 and 2 work completed for the Brooklin Transportation Master Plan (2017) and will complete Phases 3 and 4 of the MCEA, which include the development of alternative designs and selection of preferred designs for the future proposed collector and arterials roads within the study area. The Major Roads EA will be continue to be conducted in accordance with the Municipal Engineers Association Class Environmental Assessment (EA) process for Schedule “C” projects.

The Town of Whitby, in partnership with the Brooklin North Landowner’s Group, has retained the consulting services of LEA Consulting Ltd to confirm the needs in Special Study Areas identified in the 2017 TMP, develop and evaluate alternative designs for the future proposed roads, identify potential impacts of design alternatives, and identify preferred designs. Designs will be developed and selected that support the growth and sustainability objectives of the community. The consultant will consider technical criteria, environmental, and property constraints and opportunities, and the input of stakeholders/interest groups and the public.
