Enjoying the great outdoors is easy in the Town of Whitby. We have more than 100 parks, over 1000 acres of open space and beaches and approximately 60 km of trails for you to explore.

Rules for using outdoor spaces
Help ensure everyone can enjoy our parks, trails and recreational facilities by following these basic rules:
- Stay on the designated trails or turf
- Do not disturb wildlife
- Do not remove or damage trees, shrubs, flowers, grass or rocks
- Supervise children at all times, especially near water or playground equipment
- Keep your dog on a leash at all times and remember to stoop and scoop
- Do not use barbeques unless you are renting the picnic shelters at Kiwanis Heydenshore Park or Cullen Central Park

File a complaint
To report a by-law violation related to Town parks, contact By-law Services by email or complete the online complaint form.
You can file a by-law complaint if you believe someone isn't following the regulations in the by-law.
All complaints, including emails, must contain the complainant's name, address and phone number. Please note that all personal information about complainants will remain confidential.

Parks planning and design
The Town's Community Services Department is responsible for a range of activities related to our parks and outdoor spaces, including:
- Planning, design and construction of parks and trails
- Commemorative trees and benches
- Adopt a Park or Trail program
- Accessibility initiatives
- Eco-friendly initiatives, including community plantings
- Liaison with Durham Regional Police
