Property Standards

All property owners in the Town of Whitby are required to maintain their properties in compliance with the minimum standards found in the Property Standards By-law and Property Boulevard Maintenance By-law.

General guidelines

Please review some of the general property standards guidelines:

Grass and weeds must be less than 15 cm in height
Your property must be free of garbage, refuse and debris
You must maintain all buildings in good conditions including roofs, windows, doors and eaves troughs
Sheds and detached garages are to be maintained in good condition
Rental properties must have working plumbing, heating and electrical services

File a complaint

You can file a by-law complaint if you believe someone isn't meeting the regulations in the by-law.

All complaints, including emails, must contain the complainant's name, address and phone number. Please note that all personal information about complainants will remain confidential.

Make an appeal

If you receive a Property Standard's Order for contraventions of the Property Standards By-law and you'd like to appeal the Order, you may do so within 14 days after service of the Order by sending a notice of appeal by prepaid registered mail to:
