You can apply for a Provincial marriage licence with the Town of Whitby before getting married in the Province of Ontario.

How to apply

You can begin the licence process online and book an appointment with us to complete the licensing process.

Booking online, followed by appointment:

1. Fill out our online marriage application licence form.
2. Book an appointment with us at Town Hall through our online booking tool (one or both parties must attend).
3. Receive your email notification with a verification code, stating that we have received the application.
4. Print and sign the document received in the email notification from the Town and bring the signed application, appropriate ID (outlined below), original divorce certificate (if applicable), and payment to your scheduled appointment.

Fee and appropriate ID

A marriage licence fee is $150.00, to be paid by cash or debit only. To issue the licence, we require two forms of original ID for both parties. Examples of acceptable ID are: 

• Valid Driver's Licence
• Canadian Citizenship
• Record of Immigration Landing
• Valid Passport
• Original Birth Certificate

Note: One piece of identification must include your photo and all identification must be valid.

Licence expiry and cancellation

A marriage licence is valid anywhere in Ontario for 90 days from the date of issue.

Marriage licence fees are non-refundable after purchase.

Marriage after divorce

If a previous marriage was dissolved or annulled within Canada, you must provide your original or certified true copy of the Decree Absolute or Certificate of Divorce with your marriage licence application. You can get a certified copy from the court that originally granted the divorce. We do not accept divorce judgments.

Proof of divorce outside Canada

If a previous marriage was dissolved or annulled outside Canada, you must obtain authorization from the Minister of Government Services before we can issue a licence. Contact us to learn more about information and documentation needed.

Civil marriage ceremonies

You can book a civil marriage ceremony with the Town if you're looking for a simple, non-religious ceremony. We conduct civil marriage ceremonies at Town Hall, within Council Chambers and ceremonies typically last about 15 minutes. Pictures and video may be taken during the ceremony provided there is no disruption of the ceremony.

Booking a ceremony

You can call 905.430.4315 or visit Whitby Town Hall at 575 Rossland Road East, Whitby, ON to discuss booking a Civil Marriage Ceremony. Please review the Town's Civil Marriage Ceremony Booking Agreement and Guidelines, which must be submitted, along with your payment and ID requirements at the time of your appointment.

Ceremonies are available on Wednesdays, Thursdays, and Fridays at 9 a.m., 11 a.m., and 3 p.m., and are conducted by the Town Clerk or designate.

Fees and requirements

The fee for a civil marriage ceremony is $452.00, to be paid by cash, debit, or money order.

During your pre-meeting with the officiant, you will need to provide:

• Your completed Civil Marriage Ceremony Booking Agreement
• Ceremony fee
• A valid Province of Ontario marriage licence (please arrange for your licence before the meeting)
• The names and addresses of two witnesses (one for each partner who must both must be at least 14-years-old) and confirmation they will be present at the ceremony.
• A valid piece of photo ID for each partner (Parental consent is required for those 16- or 17-years-old).
• For marriage after divorce, the original or court-certified copy of the Certificate of Divorce, final decree or final judgment if applicable (We do not accept photocopies).
• For those speaking English as a second language, a language interpreter if required (You are responsible for interpreter costs and the interpreter cannot also act as a witness).
• Confirmation of choice of vows (please contact us for accessible versions of the options).

Ineligibility

We will not formalize the marriage of any person if:

• One or both parties are under physical or mental duress
• One or both parties fail to meet the age requirements
• The parties are related as grandparent, parent, child, grandchild, brother or sister
• One or both parties are currently married
• One or both parties are mentally ill or under the influence of intoxicating liquor or drugs and incapable of understanding the nature of the marriage contract and duties, obligations and responsibilities of marriage
