Our Pre-Consultation Process has recently changed and is now comprised of two stages.
Before you submit a planning application in the Town of Whitby, you need to book a pre-consultation to ensure that you have all of the necessary supporting information and materials for your application.

Before a pre-consultation can be coordinated, please submit your request for Pre-consultation through our Online Application Portal.
Alternatively, you can complete a Pre-Consultation Request Form and submit it by email.
The pre-consultation process is now comprised of two stages:
Stage 1: Preliminary Pre-consultation for the purpose of identifying the information and materials required for a complete application and to prepare for Stage 2 review. A review fee will be required at Stage 1.
Stage 2: Pre-Submission Review of the supporting information and materials identified at Stage 1. Further revisions may be required to the supporting documents. A review fee will also be required for Stage 2.

The Pre-Consultation Request for Stage 1 costs $622.28 and for Stage 2 costs $622.28. These fees are subject to change. Please review the Planning fees.
Payment for a Pre-Consultation Request can be made through the Online Application Portal or can be made by cheque, payable to the Corporation of the Town of Whitby, and mailed to the Planning and Development Department at the address below.

A Pre-consultation also provides an opportunity for you to gain an understanding of the planning application process.
The requirements for Stage 2 will be identified through the Stage 1 process.
