You need to submit a site plan for most planning and development applications in the Town of Whitby. A site plan outlines the design and technical aspects of development proposals. We will not issue a building permit and a new development can't begin until we've received and approved the site plan for the project.

Before you start the application process, you need to book a pre-consultation to review your proposal and make sure you have all the necessary documents before you apply.
Please complete the Site Plan Approval Application or Radiocommunication / Telecommunication Application (for proposed cell towers only) and submit it along with the required documents and fees to:

Along with your application, you'll need to submit 15 folded copies of the proposed site plan and two folded copies of the floor plan, building elevations and landscape plan. The plans should include the following details:
