A Comprehensive Block Plan (CBP) is a guideline that provides an integrated approach to the development or re-development of land within a study area defined by the Town of Whitby. Study areas may include one or several properties, and represent single or multiple ownerships.

When do I need to provide a CBP?

Please contact us to discuss the requirement for a CBP before you book a pre-consultation or submit a planning application.

The preparation of a CBP may be required for some major development, re-development or re-zoning applications as outlined in the Official Plan.

Exemptions from this requirement are based on the scope and complexity of the proposal.

• Winash South Comprehensive Block Plan (Baldwin south of Highway 407)
