The Town of Whitby has two Heritage Conservation Districts. Heritage Conservation Districts (HCD's) are designated under Part V of the Ontario Heritage Act and help preserve heritage resources and manage development within the HCD. This includes:
Heritage Conservation Districts are not limited in size and can consist of residential, commercial or institutional buildings.
The Brooklin Heritage Conservation District Plan includes conservation and renovation guidelines for buildings and properties located within the Brooklin Heritage Conservation District.

The Werden's HCD contains 250 properties and boasts the greatest number of historic residential streetscapes in Downtown Whitby. Each of the properties within the district were individually evaluated and given one of four classifications:
