The Town of Whitby is committed to acting on climate change and has developed several plans and programs to help ensure we eliminate greenhouse gas emissions in our corporate services and across the community by 2045. We are also responding to multiple climate related threats to ensure Whitby can adapt to a changing climate and remain resilient.
Whitby Council formally declared Climate Change an Emergency in 2019, this declaration recognizes the immediate need to take action to drastically reduce greenhouse gas emissions and ensure the community is resilient.
Whitby Council has endorsed climate change plans developed by both the Town and Durham Region.

The Town has finalized the Whitby Climate Emergency Response Plan, which provides a framework to address both climate change mitigation and adaptation. The Plan has been developed in two phases:Phase 1: ResiliencePhase 1 involved the development of a Resilience Plan, which was endorsed by Council in September of 2022. The purpose of the Resilience Plan is to address the climate changes we already experience in Whitby and expect to experience in the future even with the adoption of GHG emissions mitigation measures. The Mitigation Plan was endorsed by Council in December of 2023. The Town will work together with the community to implement the Plan to reduce our community’s greenhouse gas emissions. Zero Carbon Whitby was endorsed by Council in March 2021, this plan serves as both the Town's Corporate Energy Management Plan, and Corporate Climate Adaptation Plan.
