Safe roads and sidewalks are very important to the Town of Whitby. These rules, regulations and guidelines encourage safe travel for everyone.
Traffic by-laws
Our traffic by-laws help to keep traffic moving safe. They are endorsed by Council to help regulate:
- Parking and stopping
- Speed limits
- Turn prohibitions
- Roads under seasonal weight restrictions
- Various other rules of the road
Weight restriction 2023 season
We put in place a weight restriction at certain times of the year to make sure that heavy vehicles don't cause damage to our roads. We place signs where these weight restrictions apply.

Vehicles loads are restricted to five tonnes per axle, in accordance with Town of Whitby by-law #1718-84. If you have any questions about the roads that are exempt from the weight restrictions, please see the 2021 Roads Exempt From Weight Restrictions list or contact the Operations Centre.
Request for traffic operational review
Complete the Request for Traffic Operational Review if you are concerned about traffic issues in your neighbourhood and believe that a traffic operational measure should be considered. Actions like speeding or short-cutting are examples of traffic behaviour that can make your neighbourhood unsafe.
Before you make a request, review our frequently asked questions as someone else may have already addressed your concern.
How to submit a request
When submitting a request for a traffic issue to be investigated, provide a clear description of your concerns including:
- Specific location
- Time of day it occurred
- Any other general observations

After you submit your traffic issue request, we will investigate your concern. We will respond as soon as possible but please be aware that it could take several months to gather all the relevant traffic data.
Highway Traffic Act
The Highway Traffic Act (HTA) is a provincial legislation that helps keep our roads safe. The Act defines:
- Who can operate a vehicle
- What is defined as a vehicle
- What is the statutory speed limit
- What is acceptable motorists and pedestrians behaviour for public roads
