If you are a senior (age 65 or over) or an individual with disabilities who resides in the Town of Whitby, we provide a free snow windrow clearing program.
Our program strives to deliver this service in a timely manner. However, sometimes unforeseen weather and other circumstances can arise. If you frequently leave your home, consider making other arrangements to have your windrow and sidewalk cleared.
This service only covers snow clearing on the Town-owned portion of your property. Specifically, the bottom part of the driveway and any public sidewalks next to the property.
To be eligible for the snow and windrow clearing program, you must not have someone in the home under age 65 who can assist with snow clearing, and be one either of of the following:

What is the snow windrow? |
The snow windrow is the pile of snow left at the bottom of a driveway after the snow plow has cleared the road. |
Are there any fees for the service? |
There is no fee charged for this service. |
Will my sidewalk and windrow be cleared every time it snows? |
No, this service is not provided every time it snows. Sidewalks will be cleared when there is at least 5cm/2” of snowfall. Windrows will be cleared when there is at least 10cm/4” of snowfall. |
When will my snow be cleared? |
Our top priority is to clear Town roads and sidewalks first. Clearing the sidewalk and snow windrows for those on this program will typically begin about 36 hours after the snow has stopped falling or there is no further snow drifting caused by winds. |
If I see the snow plow go by and they don't stop at my home have I been missed? |
No, you have not been missed for windrow clearing if the snow plow goes by without stopping. The main roads, sidewalks, and side roads (residential roads) are done first. There is no need to call us. You are on the list and we will get to your home to clear your windrow and sidewalk as soon as we can within 36 hours after the snowfall ends. |
Will you look after clearing ice from my sidewalk and driveway? |
No, clearing ice formation is the responsibility of the homeowner. This program is for sidewalk and windrow snow clearing only. Salt or sand is not provided. |
Sometimes I have help clearing my driveway but I can't always count on it. Will I be removed from the service? |
You will not be removed from the service list if you sometimes receive help. We will return after the next snow fall. |
What if I want more snow clearing? |
Due to the high volume of participants in the program, customized snow clearing cannot be offered. We urge you to make alternate arrangements if more extensive clearing is required. |
What if I am going away? |
This service is available to those residents who are not away for more than 45 consecutive days between November 1 and April 15. For those away for long periods of time, private arrangements for snow clearing should be made. |
