Participation at Public Meetings

The next regularly scheduled statutory public planning meeting will be held on Monday, December 9, 2024, to consider planning applications. Please find details about these applications under "When are our public meetings?" or review the meeting agenda on the Council and Committee Meeting calendar once available.

When are our public meetings?

Statutory public planning meetings are held approximately once every two months beginning at 7:00 p.m. Your public meeting may start later than 7:00 p.m. if there are several public meetings heard during a meeting. Staff reports with additional details regarding planning applications are generally published one week prior to the meeting date.

The next statutory public planning meeting will be held on Monday, December 9, 2024, to consider the following Planning Applications:

91, 95, 99 Baldwin Street – Official Plan and Zoning By-law Amendments submitted by Baldwin Street Holdings Inc. to amend the Brooklin Community Secondary Plan to increase the maximum permitted residential density and increase the maximum permitted building height to permit the proposed development of two 5 storey mixed use buildings comprising a total of 216 residential dwelling units with 473 square metres of non-residential floor space. 410 Taunton Road West – Draft Plan of Subdivision and Zoning By-law Amendment submitted by Strathdale Developments Inc. to amend Zoning By-law 1784 to change the current zoning to an appropriate zoning category to create two blocks for the future mixed-use development comprised of 179 townhouse units and 255 square metres of commercial space. 975 Conlin Road – Official Plan and Zoning By-law Amendments and Draft Plan of Subdivision submitted by Anatolia Investments Corp. to amend the Official Plan to delete the future Type C Arterial Road (east of Garrard Road) to create eight (8) blocks consisting of two (2) employment blocks, two (2) open space blocks, and three (3) road widening blocks and an access block to permit the proposed development of industrial warehouses. 301, 315 and 317 Colborne Street East, 205 and 207 Athol Street, 304 and 320 Dunlop Street East – Zoning By-law Amendment submitted by Van Den Boom Properties Inc. to remove the Holding "H" provision from the subject land and to permit a mixed use development with three 6-storey towers that compromise of 158 residential units and 665 square metres of ground floor commercial space. Participate in a public meeting

We welcome your active involvement in the community and invite you to attend our statutory public planning meetings in the Town of Whitby. To speak virtually during the public meetings, please submit a Delegation Request Form online to the Office of the Town Clerk by 10 a.m. on the day of the meeting. In-person delegations are also encouraged to submit a Delegation Request Form, but are not required to pre-register in order to speak at the public meetings.

Submit your written correspondence to us by email to the Town Clerk. Please submit your letter by noon on the day of the meeting.

Register to Stay Informed - Interested Party Lists

Interested parties who wish to be notified of updates pertaining to a matter considered at a Public Meeting may register for an active Interested Party List by submitting the request form below. Requests may also be submitted in-person during the meeting at a registration kiosk located in Council Chambers, Whitby Town Hall (575 Rossland Rd E.).

Your appeal rights

If you don't make an oral submission at a public meeting or make a written submission to us before a decision is made, you are not entitled to appeal the decision of Whitby Council to the Ontario Land Tribunal. You may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add you as a party.

Personal information that you provide in either an oral or written submission on an application is collected under the authority of the Planning Act R.S.O. 1990 and the applicable implementing Ontario Regulation. It will become part of the public record for the application.

What is a statutory public planning meeting?

A statutory public planning meeting allows Council to make local planning decisions within the timelines outlined in the Planning Act. Statutory public meetings provide you with an opportunity to give feedback on Council discussions that matter to you. We provide you with information and receive submissions about development applications considered and reviewed by Staff.
