• Movement, removal or placement of topsoil, soil or fill
• Use of public roads to haul fill

Apply for a site alteration permit

Before you apply for a permit, please complete a pre-screening questionnaire about the proposed site alteration activities. We will use this information to determine if the proposed work is exempt or requires a Site Alteration Permit.

If a permit is required, we'll provide you with a list of required supporting documents along with the category.

The formal Site Alteration Permit Application must include:

• Completed Site Alteration Application
• All required supporting documents
• Application fee

When do I need a site alteration permit?

You don't need a site alteration permit if you're putting in a pool or for minor gardening and landscaping projects.

Impacts of site alterations

We look into the following issues when reviewing site alteration proposals:

• Potential drainage impacts resulting from the site alteration
• Environmental concerns related to the quality of material being imported or exported
• Potential nuisance impacts to surrounding residents, such as, erosion, noise, dust, traffic, health, etc.
• Degradation and damages to public infrastructures
• Land use compliance of the proposed works
