The Town of Whitby is undertaking a five-year Official Plan Review, which will help to set policy direction for how Whitby should grow between now and 2051.
A Special Council Meeting was held in late-May to kick off the Official Plan Review. The next round of Community Open Houses will focus on future growth and development in Brooklin, around the Whitby GO station, and in other key areas across the Town – and we want to hear from you.

Community engagement will play an important role in the Official Plan Review. There are three opportunities to have your say as part of the next round of engagement:
- Brooklin Urban Expansion Area – Community Open House
When: Tuesday, June 25, 2024, 6 p.m. to 8 p.m.
Where: Brooklin Community Centre and Library, 8 Vipond Road, Whitby
What: learn more about options for how the Town plans for new homes, jobs, and other important community amenities in the new Brooklin Urban Expansion Area (view area map).

When: Wednesday, June 26, 2024, 6 p.m. to 8 p.m.
Where: Heydenshore Pavilion, 589 Water Street, Whitby
What: learn more about managing continued growth in the Whitby GO Protected Major Transit Station Area (view area map) and other key areas and corridors across the municipality.

- The Town's Official Plan guides where and how land in Whitby should be used. More specifically, the Official Plan sets out:
- where different types of development like housing, offices, shops, and roads will be located,
- where community uses like parks, trails, and schools will be needed, and
- what should be protected, such as the natural environment, historic properties, and other special places, like Whitby’s waterfront and downtowns.
- Whitby’s current Official Plan was last updated in 2018. This next review will focus on updating key study areas to plan for more housing and jobs to the year 2051, while also conforming to changes in legislation and policy made by the Province and the Region of Durham’s new Regional Official Plan – Envision Durham.
