Residents invited to share feedback on general policy updates proposed to the Official Plan

The Town of Whitby is moving into the next and final phase of its five-year Official Plan Review which will help set policy direction for how Whitby should grow between now and 2051 – and wants to hear from you.

Community engagement is an important part of the Official Plan Review.

In 2024, residents were invited to four Community Open Houses to share their feedback on future growth and development in specific areas of Whitby, including Brooklin and the Whitby GO area. View past presentation materials at connectwhitby.ca/OPReview to learn more.

Now, in this final phase of engagement, the Town wants feedback on proposed general policy updates to the Official Plan. Key land use policy topics to be discussed include planning for future employment uses, climate resiliency, transportation, parks, and more. Get involved:

• Attend a Community Open House in-person or virtually on Wednesday, April 23 (2025), from 6:30 p.m. to 8 p.m., at the Town Hall Council Chambers (575 Rossland Road East). Learn more.

• Email written comments to the Official Plan Review Team at officialplanreview@whitby.ca

Next Steps

All feedback collected will be used to inform proposed updates to the Whitby Official Plan being brought to Council for approval later this year.

• The Town's Official Plan guides where and how land in Whitby should be used. More specifically, the Official Plan sets out:
  • where different types of development like housing, offices, shops, and roads will be located,
  • where community uses like parks, trails, and schools will be needed, and 
  • what should be protected, such as the natural environment, historic properties, and other special places, like Whitby’s waterfront and downtowns. 
• Whitby’s current Official Plan was last updated in 2018.
• This review will focus on updating key study areas to plan for more housing and job opportunities to the year 2051, while also conforming to changes in legislation and policy made by the Province and the Region of Durham’s new Regional Official Plan – Envision Durham.
